The city of Portland, Maine passes a resolution to hold a referendum allowing non-citizens to vote in local elections.

The proposal, introduced by Democrat Mayor Ethan Strimling, would allow legal non-U.S. citizen residents to vote.

If a referendum approves the motion Portland would become the first city in Maine to allow non-citizens to vote.

The measure is a result of pressure from the city’s immigrant communities worried about the rise of Republican sentiments in the city.

Critics say the referendum, slated for this coming fall, might be illegal and requires changes to state law.
